Before applying for your Commercial Driver’s License (CDL), you’ll need to make sure you meet the following state and federal qualifications.

Basic Eligibility

To qualify for a Texas CDL you must:

  • Be a Texas resident and at least 21 years of age (18–20 for intrastate driving)
  • Be able to read, understand, and speak English
  • Have full use of your arms, legs, hands, and feet
  • Have 20/40 vision or better in both eyes (corrective lenses are allowed)
  • Have normal hearing and no medical conditions that impair safe driving

Disqualifying Conditions

You may not qualify for a Texas CDL if you have:

  • Diabetes requiring insulin for control
  • Serious heart conditions
  • Severe respiratory issues
  • Uncontrolled high blood pressure
  • Epilepsy or seizure disorders
  • A history of drug or alcohol abuse
  • Any mental, physical, or emotional condition that affects safe operation

Your driving record can also disqualify you — including DWIs, reckless driving, or other serious moving violations.

How to Apply for a CDL in Texas

Once you’ve confirmed your eligibility, you can apply for your CDL at your local Texas Department of Public Safety (DPS) office.

Bring the required documentation, fill out the CDL application, and be prepared for a background check conducted by DPS to verify your qualifications.

Get Your CDL Learner’s Permit (CLP)

Before you can take your skills test, you must first obtain a Commercial Learner’s Permit (CLP).

This permit allows you to legally practice driving a commercial vehicle under the supervision of a licensed CDL holder.

Written Tests for Your CLP

To qualify for a CLP, you’ll need to pass several written exams, including:

  • Texas Special Requirements – Covers the basics of operating a commercial vehicle safely.
  • CDL General Knowledge Test – The main exam covering vehicle operation, road rules, and CDL regulations.
  • Air Brakes Test – Required for vehicles equipped with air brakes.
  • Combination Vehicles Test – Required if you’re applying for a Class A license.

Your Texas CDL exam is divided into three main phases, each designed to assess a different set of skills:

1. Vehicle Walk-“Pre-Trip”

In this phase, you’ll show the examiner your understanding of safety procedures and mechanical awareness. You’ll conduct a detailed inspection, explaining what you’re checking and the importance of each step to ensure the truck is safe to operate.

2. Control & Maneuvering Skills

Next, you’ll demonstrate your ability to handle the truck with accuracy and control in a closed yard setting. This includes exercises like straight-line backing, offset backing/parking, and turning within confined spaces showing smooth operation and spatial awareness.

3. Public Road Evaluation

The final step is the on-road test, where you’ll drive under real traffic conditions. The examiner will evaluate your ability to navigate safely, obey traffic laws, maintain awareness, and demonstrate professional driving behavior.
